Directory entries record what a vendor publishes about itself, cited and dated.
Rankings are assessments against a fixed 25-criterion rubric, and every scored
platform carries the tier of access the assessment had -- public pages only (P),
plus the reporter side (P+R), plus the handler environment (P+H, P+R+H). Scores are
only comparable within a tier. The rubric, the scoring guide for each criterion,
the exclusions, and the integrity rules are published in full.
