# Agent guide — whistleblowertools.eu

An independent directory of whistleblower reporting platforms evaluated against EU Directive 2019/1937. Published as a static Hugo site with machine-readable JSON endpoints for agent use.

No authentication, no rate limits, no state. Every endpoint is a static JSON file regenerated on each deploy.

## What agents cannot do

- Deploy or configure any of the listed reporting tools — follow each vendor's own website to evaluate or deploy.
- Submit whistleblower reports through this directory — reporting happens on each vendor's own portal.
- Write to the catalog — the data is curated editorially and shipped via git commits.
